Update 02.04.2025: April, April! Of course there will be NO charge for rucksacks and bags on the next seat. However, we want to use this campaign to draw attention to an important issue: ‘togetherness’ in public transport.
More and more people in Upper Austria are opting for regional bus and rail transport to make their daily journeys in a climate-friendly way. Passenger analyses are carried out at regular intervals on all central bus and rail connections in Upper Austria in order to be able to maintain a good and needs-based service for all passengers in the future as passenger numbers increase. This shows that even at peak times, not all seats are occupied and passengers are sometimes transported standing up. This distorted picture of seat occupancy is unfortunately all too often due to bags and rucksacks occupying seats.
Bag seat fee from 01 April
For this reason, from 1 April 2025, the OÖVV will charge a fee equivalent to the passenger's ticket price for all bags and rucksacks left on the adjacent seat. This regulation applies when regional bus and train services are at full capacity, i.e. from the point at which people are recognisably already waiting in the middle or intermediate aisles of the train.

Passengers can use the new OÖVV Ticket App to conveniently and easily purchase a ticket for their luggage at the start of their journey. As a new function in the OÖVV Ticket App, the type of luggage and the route can be entered at the touch of a button and the calculated amount paid.
Penalty for non-payment of the fee
To ensure that the new regulation is effective, passengers who fail to pay the bag and seat fee will be penalised with an increased transport charge of currently 105 euros. This is also stipulated in the current fare regulations.
